Buyer's guide
How to choose an MVP development agency in Saudi Arabia or Dubai
Decide the category first: a local agency in Riyadh, Jeddah or Dubai, an offshore studio, or a freelancer. Then ask every shortlisted team the same Gulf-specific questions about Arabic and right-to-left, local payments, where personal data lives, working hours and who owns the code. We are an offshore studio based in Bengaluru, so read this with that in mind.
Step one
The four kinds of team that will quote you
Most Gulf agency lists mix these together and rank them against each other. They are different businesses, and each is the right answer for someone.
A local agency in Riyadh, Jeddah or Dubai
The right call when you need a locally registered company on the contract, in-person workshops, Arabic-native designers in the room, or a supplier that can pass government or enterprise procurement. Ask how much of the build happens in-country and who actually writes the code.
An offshore product studio
Teams in India, Eastern Europe or elsewhere building for Gulf founders remotely. Usually a lower fixed price and a shorter timeline for a scoped first version. The trade is no in-person meetings and, often, no local entity. This is the category we are in.
A freelancer
Cheapest for a small, well-defined job you can review yourself. The risk grows with scope: one person, no second reviewer, and nobody to call if they take another contract.
AI app builders
Lovable, Bolt and similar tools are a fast, cheap way to test whether anyone wants the product. They are not a team, so the questions below become your own checklist.
Side by side
How the categories usually compare
Generalisations, not scores. Any individual team can be the exception, which is what the questions in step two are for.
| Local agency | Offshore studio | Freelancer | |
|---|---|---|---|
| In-person meetings | Yes | Rarely | Depends where they are |
| Local company on the contract | Yes | Usually not | Usually not |
| Working-hours overlap | Full | Depends on the country; India is 1.5 hours ahead of Dubai and 2.5 ahead of Riyadh | Varies |
| Pricing model | Usually a quoted project | Often a fixed price for a scoped build | Hourly or per milestone |
| Second reviewer on the code | Ask | Ask | Usually none |
| Best for | Procurement, in-person, local presence | A fixed-scope first version on a budget | Small, well-defined jobs |
Step two
Gulf-specific questions to ask every agency
These are in addition to the six questions that apply anywhere. A good team answers each one specifically; a vague answer is the answer.
- Is Arabic and right-to-left layout scoped from day one, or added later? Retrofitting RTL costs more than building it in.
- Which payment gateway will you use, and does it accept mada cards and Apple Pay for Saudi customers? Check it supports the country your company is registered in.
- Where will personal data be stored, and has anyone checked that against Saudi or UAE data protection law for this product?
- If the product issues invoices in Saudi Arabia, how will ZATCA e-invoicing be handled?
- Is WhatsApp a first-class channel in the design, or an afterthought?
- Will the App Store, Google Play, GitHub, cloud and payment accounts be in your company's name from the start?
- Who writes the code, where are they, and how many hours of their working day overlap with yours?
Data law, briefly
What to know before the data-residency conversation
A summary to help you ask better questions, not legal advice. Sourced from the law-firm commentary linked below, checked 5 November 2026. If your product handles health, financial or government data, talk to a lawyer before you choose a team.
Saudi Arabia: PDPL
The Personal Data Protection Law, overseen by SDAIA, became fully enforceable on 14 September 2024. Transfers of personal data outside the Kingdom are allowed under conditions set in a separate SDAIA regulation, so ask where your data will be hosted and on what basis.
UAE: Federal Decree-Law No. 45 of 2021
The UAE's federal data protection law came into force on 2 January 2022. Some sectors, such as health and banking data, sit under their own rules, and free zones like DIFC and ADGM run their own data protection regimes. Which one applies depends on where your company is set up.
Where we fit
When we are the right choice in the Gulf, and when we are not
We fit when
You are pre-seed or just raised, you need a first version that takes money, and a fixed price matters more than meeting in person. Production MVP from $3,999 fixed, about 21 days for a clearly scoped build, Arabic and RTL scoped up front, and every account in your name from day one.
Hire a local agency instead when
You need a Saudi or UAE company on the contract, in-person workshops, or a supplier that can pass government procurement. We are based in Bengaluru and work remotely.
Hire a certified firm instead when
A SOC 2 or HIPAA certificate is a procurement requirement. We hold neither, and process descriptions do not substitute for the badge.
Hire nobody yet when
Your product direction is still open. Fixed-price delivery is the wrong instrument for discovery; prototype with an AI builder and talk to users first.

Questions, answered
Should a Saudi or UAE startup hire a local agency or an offshore studio?
Hire local when you need a locally registered company on the contract, in-person workshops, or government procurement. Hire offshore when a fixed price and a short timeline for a scoped first version matter more than meeting in person. Either way, ask the same questions about Arabic, payments, data location and code ownership.
What should I ask an MVP agency in Riyadh or Dubai before signing?
Whether Arabic and right-to-left are scoped from day one, which payment gateway they will use and whether it accepts mada, where personal data will be stored, whether every account will be in your company's name, and who writes the code. Then the general questions: what is fixed in the price, what gets cut to hit the date, and what happens in the month after launch.
Does my app's data have to stay in Saudi Arabia?
Not automatically. Saudi Arabia's PDPL allows transfers outside the Kingdom under conditions set by SDAIA, and the rules are stricter for some sectors. Ask your agency where data will be hosted and why, and get legal advice if you handle health, financial or government data.
Can an offshore team build a proper Arabic, right-to-left app?
Yes, if it is treated as a scoping decision rather than a bolt-on. Right-to-left layout, Arabic typography and number formatting should be handled during the build. Ask to see an RTL screen early in the project, and have a native speaker review the copy.
What does HyperBrain Labs charge Gulf founders?
The same as everyone else: a Production MVP from $3,999 fixed, launched in about 21 days for a clearly scoped build, with the code, cloud and payment accounts in your name from day one. Larger products get a written fixed quote after scoping.
